Rockland County Adopts Comprehensive Plan to Guide Future Housing and Development
Rockland County has adopted its new Envision Rockland Comprehensive Plan, establishing a long-term framework for housing, land use, transportation, economic development, infrastructure and environmental priorities across the county.
The comprehensive plan updates Rockland County’s previous plan, adopted in 2011, and is intended to guide growth and investment over the next decade and beyond. Developed through a multiyear planning and public engagement process, Envision Rockland examines how the county can accommodate future growth while addressing housing affordability, infrastructure needs, transportation and the preservation of natural resources.
Housing is among the major areas addressed in the plan. Recommendations include providing technical assistance to municipalities, developing model affordable housing ordinances, supporting municipal zoning updates and encouraging context-sensitive infill development. The plan also considers opportunities to expand the variety of housing available throughout the county, including workforce and senior housing, condominiums, multigenerational housing and accessory dwelling units.
The plan recognizes that local municipalities retain authority over zoning and land-use decisions while identifying ways the county can provide resources, technical assistance and broader regional coordination to help expand housing opportunities.
Land use and redevelopment are also central to the plan. Among the priorities identified during the planning process are strengthening walkable, mixed-use centers, focusing development in existing centers and encouraging the reuse of underutilized commercial properties. The plan also addresses the potential redevelopment of aging shopping centers and other properties as communities look for ways to accommodate new housing and economic activity.
Transportation and infrastructure recommendations include improving public transit and regional connections, addressing congestion along major corridors, strengthening pedestrian and bicycle infrastructure and continuing to explore expanded rail options. The plan also calls for continued investment in water and sewer infrastructure to support sustainable long-term growth.
Economic development recommendations focus on revitalizing downtowns, supporting small businesses and strengthening existing commercial areas while balancing new development with infrastructure capacity and environmental considerations.
Envision Rockland was developed with input from residents, municipalities and community stakeholders through public workshops, surveys and other engagement efforts conducted throughout the county.
The adopted plan will now serve as a policy roadmap as Rockland County and its five towns and 18 villages consider future decisions involving housing, development, transportation, infrastructure and economic growth.
