Palisades Center Seeks Approval to Add 250,000 Square Feet of Leasable Space

Palisades Center in West Nyack is seeking approval to make use of approximately 250,888 square feet of previously restricted space, potentially expanding the shopping mall's gross leasable area to more than 2.1 million square feet.

Mall owner BD Palisades Center Holdings LLC has applied to the Town of Clarkstown Planning Board for amended site plan approval. The Planning Board has granted preliminary approval, with final plans required by February 19, 2027.

The additional space was constructed when the mall opened in 1998 but was never approved for occupancy because of a restrictive covenant limiting the property's gross leasable area to approximately 1.85 million square feet. That restriction is no longer applicable.

According to the application, Palisades Center currently has an occupancy rate of approximately 85.7%, with roughly 265,000 square feet of vacant space. The proposed expansion would make additional areas available for leasing, including approximately 120,000 square feet on the upper floors of the former Lord & Taylor anchor space and other portions of the mall.

The proposal does not involve changes to the building's footprint, parking facilities or site access. A traffic study submitted with the application concluded that the additional occupancy would not adversely affect surrounding roadways.

The application follows a significant ownership transition earlier this year. In February 2026, Palisades Center was sold at a foreclosure auction for $175 million following financial difficulties involving its previous owners, Pyramid Management Group and EklecCo.

Managed by Spinoso Real Estate Group, the mall remains a major retail and entertainment destination in Rockland County. If final approval is granted, the additional leasable space could create new opportunities for retail tenants and commercial leasing activity.
