Housing for the 21st Century Act Passes
This summer reminds us why our work as REALTORS® matters. As we celebrated Juneteenth, we reflected on the enduring pursuit of freedom, equality, and opportunity for all. As we celebrate the Fourth of July, we honor the founding ideals of liberty and freedom that continue to define us. These holidays commemorate different moments in our history, but share one truth: freedom is strengthened when each of us has the opportunity to build stable lives, invest in our communities, and pursue our dream.
For millions of Americans, that dream begins with a home. That is why the recent passage of the Housing for the 21st Century Act is such a landmark achievement. This bipartisan legislation represents one of the most significant bipartisan housing victories in a generation. At a time when families across the Hudson Valley are struggling with affordability and limited housing choices, Congress demonstrated that solving our housing crisis is an issue for us all. By modernizing outdated regulations, streamlining responsible development, and expanding opportunities to build more homes, this legislation lays the foundation for a stronger housing future.
The law promises more homes, built more efficiently, creating greater opportunity for families across America. This victory did not happen overnight. REALTORS® have advocated for years, consistently showing up, educating policymakers, and reminding elected officials that housing affordability affects us all. Here in the Hudson Valley, HGAR members answered every call to action. Through meetings with legislators, participation in REALTOR® Lobby Day, local advocacy efforts, RPAC investments, and countless conversations in our communities, our members made housing impossible to ignore.
Advocacy is often invisible until success arrives. While headlines celebrate the final vote, they rarely capture the thousands of phone calls, emails, meetings, testimony, and grassroots conversations that make legislative victories possible. Every REALTOR® who participated should take pride in knowing that your voice helped shape this moment.
For the Hudson Valley, the impact could be transformative. Our region continues to face one of the most significant housing shortages in New York. Limited inventory has driven prices higher, reduced affordability for first-time buyers, and created challenges for employers trying to attract and retain workers. Communities throughout Westchester, Rockland, Orange, Putnam, the Bronx, and Manhattan all feel the effects of constrained housing supply in different ways.
The Housing for the 21st Century Act provides new tools that can help communities responsibly increase housing production while preserving the character that makes our neighborhoods special. By encouraging smart development, reducing unnecessary delays, and supporting housing infrastructure, this legislation creates opportunities for local governments, builders, and communities to work together toward practical housing solutions.
As REALTORS®, we understand that our work extends beyond transactions. We advocate because we believe homeownership strengthens families. We believe housing builds wealth, stabilizes neighborhoods, and creates opportunity across generations. Every family that achieves homeownership strengthens the fabric of our communities.
Homeownership has long been one of the most powerful expressions of opportunity, allowing individuals and families to build equity, establish roots, and invest in their futures. This accomplishment is a pillar of our Tied to Success platform.
Success is never achieved alone. It is built through relationships, collaboration, and shared purpose. REALTORS®, legislators, local leaders, housing advocates, and communities all pulled on the same rope to move this legislation forward. We were tied together by a common belief that more housing means more opportunity.
As we look ahead, our focus now is on the implementation of Housing for the 21st Century and ensuring these reforms translate into more housing opportunities for Americans. The success of this law will ultimately be measured by whether it helps communities increase housing supply, improves affordability, and expands pathways to homeownership.
