Construction Begins on $160M, 229-Unit Affordable Housing Development in Mount Vernon

Construction is underway on a $160 million affordable housing development in Mount Vernon that will bring 229 new apartments and commercial space to an area adjacent to the Mount Vernon West Metro-North station.


QWest Towers will consist of two mixed-use buildings constructed on previously vacant and deteriorated properties within the city's Mount Vernon West Transit-Oriented Development Zone. The project will include 229 affordable apartments along with approximately 3,300 square feet of ground-floor commercial space.


All of the apartments will be affordable to households earning up to 80 percent of the Area Median Income, with units serving a range of income levels. Residential amenities are expected to include community rooms, fitness centers, laundry facilities, outdoor recreation areas and bicycle storage.


The development's location near Metro-North is a significant component of the project. The Mount Vernon West station provides direct access to Manhattan and other communities throughout Westchester, positioning QWest Towers as part of a broader effort to concentrate new housing near existing public transportation.


The project represents a substantial public and private investment in Mount Vernon. Financing includes more than $69 million expected from federal and state Low-Income Housing Tax Credits, $32.5 million in state subsidy loans, $5 million from the Mid-Hudson Momentum Fund and more than $19 million from Westchester County.


Mount Vernon is also among the municipalities designated as a Pro-Housing Community by New York State, a certification intended to recognize communities taking steps to support housing growth and make them eligible for certain state discretionary funding programs.


Beyond adding affordable units, QWest Towers is part of the ongoing redevelopment of the Mount Vernon West area. Replacing underutilized properties with new housing and commercial space near transit is intended to support neighborhood investment, increase housing opportunities and encourage economic activity around the station.


The project comes as communities throughout Westchester County continue to grapple with housing availability and affordability. Transit-oriented developments such as QWest Towers are increasingly being considered as one strategy for expanding the region's housing supply while utilizing existing transportation infrastructure.


Once completed, the development will add 229 homes to Mount Vernon's housing stock while advancing broader redevelopment efforts surrounding the Mount Vernon West Metro-North station.
