Ground Broken on 203-Unit Mixed-Use Development in White Plains

A long-awaited redevelopment project in White Plains has officially moved from planning to construction, with developers breaking ground on a new mixed-use community that will bring more than 200 housing units to the city.


Cord Meyer Development and Saber Real Estate North recently announced the start of construction on 70 Westchester Avenue, a 203-unit apartment development located on the former White Plains Chrysler Jeep Dodge Ram dealership site. The project will transform an underutilized commercial property into a residential and retail destination at one of the city's key gateway locations.


The development will feature a mix of market-rate and affordable housing units, along with approximately 9,600 square feet of ground-floor commercial space. Residents will have access to a variety of amenities, including a fitness center, coworking spaces, outdoor recreation areas, and rooftop gathering spaces.


Project leaders, local officials, and economic development representatives gathered for the groundbreaking ceremony, highlighting the project's role in expanding housing opportunities while continuing the evolution of downtown White Plains.

Westchester County Executive Ken Jenkins said, “As Westchester County continues to grow, projects like 70 Westchester Ave. play an important role in shaping vibrant, connected communities. By expanding housing opportunities and supporting economic development, this investment further strengthens downtown White Plains and helps ensure our county remains a place where people choose to live, work, raise a family and invest in the future.”

The development is also notable for its environmental remediation efforts. The former auto dealership site required brownfield cleanup work before construction could begin, allowing the property to be repurposed for residential and commercial use.


For REALTORS®, the project represents another example of how communities throughout the region are working to increase housing supply through the redevelopment of underutilized properties. As inventory challenges continue to affect many local markets, adaptive reuse and mixed-use development projects are playing an increasingly important role in meeting housing demand.


White Plains has experienced significant residential growth over the past two decades, driven by its walkable downtown, Metro-North access, employment opportunities, and expanding mix of retail, dining, and entertainment options. The addition of 203 new housing units will further contribute to the city's ongoing transformation as a regional residential and commercial hub.

The project is expected to be completed in early 2028.
