Westchester County Launches $10 Million Program to Preserve Affordable Housing

Westchester County has launched a new $10 million initiative aimed at preserving and improving existing affordable housing properties throughout the county.

County Executive Ken Jenkins and the Westchester County Department of Planning announced the Affordable Housing Preservation and Rehabilitation Initiative on October 19. The program will provide funding to eligible property owners for critical improvements to affordable multifamily rental housing while ensuring the properties remain affordable for the next 50 years.

The initiative, approved by the Westchester County Board of Legislators as part of the 2026 County Capital Budget, will make up to $10 million available to nonprofit and for profit property owners.

Eligible improvements include heating and cooling systems, plumbing, electrical systems, roofing, windows, elevators, building exteriors and common areas. Priority will be given to projects that address health and safety concerns, improve energy efficiency and extend the useful life of existing affordable housing.

The program primarily targets properties serving households earning at or below 80% of the area median income.

According to county officials, the initiative recognizes the importance of maintaining existing affordable housing alongside efforts to develop new residential properties. It complements other county housing programs, including the Housing Flex Fund, which has supported developments expected to create nearly 1,300 affordable housing units across eight Westchester communities.

Eligible property owners may apply for funding for up to three capital improvement projects. Applications will be evaluated based on factors including project readiness, cost per unit, resident needs and long term benefits.

Applications are due December 1, 2026, at 5 p.m. A $250 application fee is required.
